Can student loans prevent you from leaving the US?

If I am a US citizen with student loans (about 13k) will I be allowed to leave the States?
I am planning on moving to another country for a period of time in order to get married to my fiancee. However, I intend to return to the States and pay the loans in any case.

Am I able to reduce my monthly student loan payment?

I am currently paying more than $200 a month, on a $20,000+ loan, and I’d like to reduce my monthly payment, so I can have more money for myself. I’m not really in a hurry to pay off the debt, and I don’t care if I end up having to pay it off over a longer period of time….I’m going to continue to work, so what’s the rush?
Will Uncle Sam allow me to pay lower amounts, over a longer period of time?
